Close collaboration between the Office of Personnel Management and the Office of Management and Budget is fairly unusual, and the reforms announced yesterday promise to streamline the federal hiring process. Still, those of us who have been around this town for awhile can recall other times when sincere efforts to rationalize the hiring process resulted in disappointment.
