Yesterday's Politico contained an essay by Senators Rob Portman (R-OH) and Pryor (D-AR) making the case for passage of a bill, called the Regulatory Accountability Act, that would require agencies to conduct more systematic analysis of costs and benefits prior to administrative rule-making.
